The Gallatin Canyon County Water & Sewer District in partnership with the Big Sky County Water & Sewer District are accepting Statements of Qualifications ("SOQs") from entities interested in providing Construction Manager / General Contractor (CM/GC) services for the Gallatin Canyon Sewer Project.​
Interested firms may review and download the full Request for Qualification here. SOQs are due no later than 11:00 a.m. (MST) on July 23, 2025.

This solicitation is being offered in accordance with federal and state requirements governing the procurement of professional services. The terms and scope of the contract will be negotiated between the District and the highest ranked prospective consultant. If the District and prospective consultant fail to reach a contractual agreement, the District reserves the right to negotiate a contract with any other finalist. The District also reserves the right to reject any, and all responses at its discretion. ​

Clarification to RFQ for CM/GC services for the Gallatin Canyon Sewer Project:
SOQ submittal requirements #2 & #3 as stated on pg 6 of the RFQ will be scored by the TRC during the short-list process. If a proposer is short-listed, the scores of SOQ #2 and #3 will be carried over to the RFP scoring, will not be re-evaluated, and will be worth approximately 7% of the final proposal score.

Question: Will you be supplying the MDT CMGC Guidance Document referenced in the RFQ for this project?
Answer: The referenced MDT CMGC Guidance Document is available online at https://www.mdt.mt.gov/other/webdata/external/contractplans/contract/AlternativeContracting/MDT_CMGCGuidance.PDF.
Question: Regarding the SOQ submittal requirements, in item #2 (Page 6 of 9) it states to provide an Organizational Chart relating to the project. Does this Organizational Chart count in the page limit requirement, or is it separate from the narrative of this item?
Answer: Yes, the Organizational Chart does count in the page limit for this SOQ requirement. For this particular SOQ Item #2 requirement, this chart will count in the required two-page limit.
Question: Regarding the SOQ submittal requirements, in item #2 (Page 6 of 9), are we allowed to provide additional resumes of other team members to our SOQ, besides the Project Manager, Construction Superintendent, Project Estimator, and Quality Manager?
Answer: Yes, resumes of additional personnel deemed key to the project may be included.
Question: The RFQ states, “The legal entity (Contractor) desiring consideration for this project will submit seven (7) hard copies or one (1) electronic copy of their Statement of Qualifications (SOQ) not to exceed ten 8½ x 11 pages.” Can you confirm that one (1) electronic copy of the full SOQ is sufficient for submission.
Answer: Yes, one (1) electronic copy of the full SOQ is sufficient for submission in lieu of the seven (7) hard copies if desired by the submitter.

In response to a question asking if the District plans on continuing working with WGM Group, Scott Altman, District President, replied “We have been working with WGM on past PER’s. We have been happy with their work, however this in an open RFQ and we will give a fair evaluation to everything we receive.”
